About the role:

The Finance Business Partner plays a vital role in delivering expert financial analysis, overseeing operational budget management, and providing strategic advice to support informed decision-making across the organisation.

Working closely with Engineers, departmental managers, and technical teams, this role ensures operational budgets are developed, monitored, and well managed. You will deliver accurate financial reporting, analysis, and forecasts that support service delivery, cost control, and organisational sustainability.

This position acts as a trusted advisor, embedding strong financial discipline and ensuring compliance with regulations while enabling Council's broader objectives.

As the Finance Business Partner, your main responsibilities include, but are not limited to:

  • Collaborate with Executive Managers, Engineers, and departmental heads to develop, monitor, and manage operational budgets.
  • Prepare monthly management reports, including budget comparisons, variance analysis, and commentary.
  • Provide financial insights and recommendations to support operational decision-making and cost control.
  • Develop forecasts and update projections based on actual performance and emerging trends.
  • Contribute to the preparation of the annual budget and review processes, including performance reporting.
  • Build and maintain strong working relationships with internal stakeholders, providing clear financial guidance.

What We're Looking For

We need someone who shares our values of One, Respect, Accountability, Courage, and Resilience. The ideal candidate will have:

  • Possession of Bachelor-level qualifications in Business or Commerce (Accounting).
  • Certified Practicing Accountant (CPA Australia) or Chartered Accountant (Institute of Chartered Accountants in Australia) would be highly regarded.
  • Demonstrated experience in financial management, management accounting, and cost control in an operational context.
  • Experience with TechnologyOne (TechOne) or ability to quickly gain technical proficiency.
  • Strong knowledge of Microsoft Excel.
  • Excellent communication and stakeholder management skills, with the ability to translate financial data into meaningful advice.
  • Strong organisational skills, with the ability to work autonomously, manage time effectively and handle competing priorities.
  • Demonstrated understanding of the issues impacting Torres Strait Islander people together with the ability to communicate sensitively and effectively.

Other Requirement

The preferred candidate may be required to apply for a National Police Certificate before appointment.
